The Library is funded by the R.M. of Rockwood, the R.M. of Rosser, the Town of Stonewall and the Town of Teulon and by an annual grant from the Manitoba Government. Any residents of the participation areas may make use of the library at no charge. SIRL is managed by a board of eight members, made up of one councillor and one citizen represenative appointed by the 4 respective councils
